Society concept: Celpalar is an island nation, only recently renewing ties with Qaiyore after centuries of isolation. Invaded many times it is a highly militaristic society where training for battle begins in childhood and continues throughout life for most citizens. Its government has total authority over the people, land, and resources--yet is surprisingly representative for such a controlling agency. It is tentatively returning to its former trade routes and exploring what is for them a new world.
