With all that is going on in Qaiyore, Emperor Edaeth decides to try and improve on the existing
 trade route (the one to Mir) and possibly open more. Torphan is rich in supplies but needs to
 learn more of the technologies that are in the world. The major problem in this, the people of
Torphan have been in isolation for too long. The emperor will try to fix this next year.

Torphan does increases some trade through thr Mirishbut the isolation policy limits how much
trade is produced, and the people or the goverment does not agree with the Emperors new
policy of interaction.

Action 3 & 4: Work on Navy (1 of 3 years)

The Ground forces of Torphan are already strong in numbers and force, but the Emperor is now
turning his attentions to his navy.  The navy is medium (and powerful) but has been neglected for
years because of the isolation and geography of the empire.  Because of how it is situated, Torphan
has had very little need for a very powerful navy. The emperor has decided that torphan will need to
find ways of trading and exploring more widely across the area.  But, because of the situation, there
is much to do to make it so a navy would be worth the effort.
